Proposed amendments, which were approved by Westminster City Council, also included removing 36 public car parking spaces from the basement and the provision of 113 allocated residential car parking spaces.
These applications will now be referred back to the Mayor of London.
The council said that “given the constraints of the site and having regard to the previously approved schemes […] the currently proposed scheme would be consistent with relevant statutory, national planning considerations and the development plan”.
“It is therefore recommended that planning permission and listed building consent are granted, subject to the conditions set out in the draft decision letters […],” it added.
The development was originally approved in April 2016.
The Grade II listed building at Queensway, W2, is owned by a Meyer Bergman-advised fund and Warrior Group.
