Newcastle council is expected to give the final go-ahead at the end of January.
Sage is now expected to apply soon for a second phase of around 120,000 sq ft (11,148 sq m) of offices.
Persimmon and Bryant have also put in a detailed application for another 500 homes on the site, to the east of the A1.
The first phase of 177 homes, providing between 3-to-5 bedrooms each, is already under construction.
John Simpson & Partners’ revised masterplan is due to be published this Spring. Architect Steve Walker said: “The Great Park will be a new town, where people can live, work and go to school.”
The developers are also in discussions with Newcastle and Northumbria Universities for an 18,580m sq (200,000 sq ft) science park, next to the Sage site.
