It replaces plans for a 22-storey development of 305 flats which was rejected last September following local resident backlash and campaigning, including a petition of 2,700 signatures opposing the scheme.
The new scaled-down scheme includes 68 affordable homes, equating to 35% affordable housing provision by habitable room, with a gym, workspace and a residents lounge.
It received 328 objections and 29 representations in support.
The Wiltern will now go to the Mayor of London in the stage two referral for the final verdict.
