Regal London revises Orchard Wharf plans
Regal London has drawn up revised plans for the transformation of its Orchard Wharf scheme in the Docklands, E14.
The new plans, designed by architect Howells, include 1,365 student beds and approximately 217 affordable homes.
Regal London’s proposal also includes an urban freight logistics port catering to London’s last-mile distribution needs on the site that has been untouched since 1993.

Regal London’s proposal also includes an urban freight logistics port catering to London’s last-mile distribution needs on the site that has been untouched since 1993.
Recognising the growing demand for waterborne freight and in collaboration with the Port of London Authority, the safeguarded wharf is set to be retained, marking a significant milestone in the efforts to revitalize this prime location situated within the Leamouth Cluster, identified by the London Borough of Tower Hamlets as a tall building zone.
Regal London’s plans are set for submission to Tower Hamlets Council in spring 2024.
The developer had previously lodged a planning application for its beds and sheds scheme in December 2020. The application was subsequently withdrawn in spring 2023.
The previous plans included 826 flats and a last-mile logistics port with 88,000 sq ft of warehouse and office space and 1,450 sq ft of flexible commercial space. It had a GDV of £500m.
Steve Harrington, planning director at Regal London said: “The site has been unloved for over two decades, and we have a fantastic opportunity to bring it to back to life.
“Our vision for Orchard Wharf brings together a significant quantum of affordable housing, purpose-built student accommodation and an active river frontage. This will not only open up this corner of the riverbank, but will help alleviate pressure on larger homes currently occupied by students and help meet the borough’s housing need.”
