The book publisher has secured a successful pre-application to build around 115,000 sq ft.
It is being marketed primarily as a commercial real estate opportunity.
The 38,000 sq ft property, at 61-63 Uxbridge Road, is located close to Ealing Broadway Underground station.
Penguin Random House is to vacate its offices in Ealing and the Strand by the end of April and mid-June respectively.
All of its employees will instead be housed in its current 20 Vauxhall Bridge Road premises and its new office at Ballymore’s One Embassy Gardens between Vauxhall and Battersea, which is due to complete in 2022.
Penguin Random House agreed in December 2017 to prelet 83,400 sq ft at the scheme.
