Mayor can’t extend London’s ULEZ, councils tell court

The mayor of London lacks the legal power to expand the city’s ultra-low emission zone to the whole of the capital, a group of Conservative-led councils has argued at the High Court.

The challenge has been brought by the outer London boroughs of Bexley, Bromley, Harrow and Hillingdon, and Surrey County Council, which said “key information was not disclosed” in consultations.

Sadiq Khan’s legal team rejected the claims and said his decision last year to extend the ULEZ to all London boroughs was “entirely lawful” and ample information was provided for a fair consultation.
