London Square bags County Hall in Kingston for £250m resi conversion

London Square has acquired County Hall, Kingston, the former home to Surrey County Council’s headquarters, from RER Kingston.

The 5.2-acre Kingston site has the potential to be converted into a £250m residential-led development.

The site consists of former county hall buildings, including a Grade II listed property, as well as two new courtyard squares and two new apartment buildings. Planning consent is in place for 254 private, 16 shared ownership and 20 affordable rent flats.

The development opportunity also includes 47,448 sq ft of flexible floor space, 69 car parking spaces and three acres of landscaped gardens.

RER Kingston previously teamed up with Revcap to buy the site in 2021, transacting above its £20m guide price at the time.

The site was brought to the market by Savills and Levy Real Estate in March 2024.

Adam Lawrence, London Square’s chief executive, said: “County Hall Kingston is an impressive landmark which has stood empty for many years. We are delighted to have been chosen to bring new life to this beautiful building. Once restored and converted into elegant homes, County Hall Kingston will become a unique offering for those looking to make this sought-after Royal borough their home. Our transformation of the Star and Garter Building at the top of Richmond Hill was multi-award winning, setting new standards for the restoration of listed residences in the area. We look forward to reviving an architectural masterpiece that will take pride of place in the Royal Borough of Kingston.”

Rob Pollock, director, and head of London residential development land, said: “Savills is delighted to have advised RER on the sale of the former Surrey County Hall to London Square. The sale of this iconic south-west London building is further evidence of improving conditions in London’s development land market and that best-in-class opportunities continue to attract significant interest. County Hall offers the potential to deliver a truly unique development in a building that one would more normally expect to find in central London. We very much look forward to seeing how it progresses.”
