Swansea council is planning a £1bn regeneration of the city. It’s unafraid to take risks, but wants a partner which shares its ambition to establish the city as a distinct, forward-looking destination.

The council is also clear on what it wants to avoid in its relationships with developers and investors. “What we don’t want to do is get into a relationship that doesn’t create things on the ground,” says council leader Rob Stewart.
