Khan approves Avanton’s Richmond Homebase redevelopment
The mayor of London has approved Avanton’s called-in development on the Homebase site at Manor Road in Richmond.
Sadiq Khan has overridden the decision following refusal from the London borough of Richmond in July last year.
Councillors had rejected the scheme following concerns over the design, scale and quality of housing and affordable provision, in the 385-home development, which had proposed 35% affordable homes in up to nine storeys.

The London mayor called in the scheme and Avanton has since revised the scheme, raising it to 11 storeys with 453 homes, of which 173 would be affordable, equating to 40% by habitable room.
Avanton acquired the four-acre site in a joint venture with ICG-Longbow from British Land. The development is the latest for Avanton, which is also developing more than 2,000 homes on London’s Old Kent Road at the Ruby Triangle site, the former Carpetright and the gasholder site, after its debut scheme at Battersea.
Avanton was founded by partners Omer Weinberger, a former real estate banker, and Marc Pennick, a former senior land director at Barratt West London, funded by partnerships with UK financial institutions and a consortium of private investors.
This March, Pennick left the firm and Weinberger was promoted to chief executive, with a remit to focus on new funding opportunities and expanding the prime London-focused resi business.
