GLA calls in £3bn Thameside West scheme

London’s deputy mayor Jules Pipe has called in the £3bn Silvertown regeneration at Thameside West, E16, following planning refusal from Newham Council. The scheme from Keystone and the Greater London Authority seeks to deliver 5,000 homes, alongside 200,000 sq ft of employment space, 80,000 sq ft of shops, a primary school, 1km of river frontage, two parks and a new DLR station. Newham Council refused the plans, claiming the scheme failed to protect future residents from the adjacent nightclub and industrial uses, threatening ongoing operations in the area. It said the plans offered insufficient infrastructure and integration with the public and Thames Wharf. Under delegated powers, Pipe said mayor Sadiq Khan will now act as the local planning authority for the application. Pipe said the scheme has the potential to make an important contribution to housing and affordable housing for the borough. He said while Newham Council has met its two-year overall housing targets, it has under-delivered on affordable housing. Proposals for 5,000 homes include 32.5% affordable housing provision by units and 37% by habitable rooms, promising 975 London affordable-rent homes and 650 intermediate or shared-ownership homes.
