The committee will debate the plans at its meeting today on 7 January.
The 1.1-acre site at 840 Old Kent Road is adjacent to the proposed London Underground tube station on the Toys R Us site.
It falls within the Old Kent Opportunity Area, which has a plan to deliver 20,000 new homes, including council and private rented homes over the next 20 years.
Major schemes include Berkeley’s 1,300-home Malt Street regeneration, Aviva and Galliard’s 1,113-home development at Cantium Retail Park and Avanton’s trio of sites with more than 2,100 homes combined.
Development is heavily reliant on the two new tube stations on the Bakerloo line extension expected around 2030.
