Some 29,993 market sale homes brought the quarterly total to 43,438.
The NHBC said this was the highest quarterly figure since Q4 2007, when it reported 43,525 new homes.
The largest year-on-year growth was in London, which saw 6,000 new homes registered, compared to 2,984 the previous year, and in the North West and Merseyside, with 5,818 new homes against 3,963.
NHBC chief executive Steve Wood said: “The combination of the growing private rented sector and ongoing investment into the UK is helping to boost new home registrations.”
