Winstanley plans promise 2,700 homes at £1bn regen
Wandsworth Council and Taylor Wimpey have submitted plans for 2,550 homes at the £1bn Winstanley regeneration scheme at Clapham Junction, SW18.
The joint venture partners have submitted a hybrid planning application seeking full demolition of existing homes and development of 2,550 new homes.
Wandsworth Council has already provided for 139 homes (46 affordable) in an earlier consented development; the new plans would bring the total allocation to 2,689 on the 32-acre site.

Wandsworth Council has already provided for 139 homes (46 affordable) in an earlier consented development; the new plans would bring the total allocation to 2,689 on the 32-acre site.
Outline plans also propose a new community centre including a gym, swimming pool and library, with 95,185 sq ft of flexible commercial space, the re-provision of 6.2 acres of open space, cycle parking and enhanced public transport access.
It provides a total of 35% affordable units, to be delivered as shared equity, shared ownership and affordable rent, with 484 replacement social rented homes.
The detailed application seeks approval for 502 homes, with 303 for private sale, 105 social rent, 65 shared ownership and 29 shared equity. These would be split between three areas of the scheme. It also proposes 27,800 sq ft of commercial space and a further 30,600 sq ft of leisure space.
The site currently comprises primarily 1960s/70s high-rise flats, with some smaller blocks. There are 759 residential units in buildings of up to around 16 storeys. Some 527 of the flats are social rented, with a further 14 intermediate rent and 218 leasehold and freeholds.
Councillor Kim Caddy, Wandsworth cabinet member for housing, said: “Significant improvements will be made to the physical environment and an enhanced provision for more community services, jobs, education and training.”
Caddy emphasised the social housing contribution: “We are re-providing all council rent and resident leaseholder homes that will be demolished, ensuring that no existing secure tenant or resident leaseholder will be required to permanently relocate from their community.”

“It marks the start of a very exciting process that will see the considered regeneration of Winstanley and York Road estate, delivering fantastic new homes and many infrastructure and economic improvements to the area.”
Wandsworth Council selected Taylor Wimpey as the preferred bidder on the £1bn regeneration at the start of 2017. Later that year, the duo unveiled plans that promised around 2,200 new homes and guaranteed that the 530 secure council tenants would be offered new homes.
The planning application will be open for comments until February 27.
