BPF’S BTR expert to join Abri Group
Theo Plowman, assistant director at the British Property Foundation, will join Abri Group as its head of policy and compliance.
Plowman has been with the BPF for three years, and worked under Ian Fletcher, its former director of policy, who is set to retire this year.
Prior to BPF, Plowman was policy and affairs manager at Landscape Institute, a director at TVC Political, and a policy adviser in the Texas House of Representatives.

Plowman told Estates Gazette: “I’m now excited to continue that work at Abri, focused on ensuring policy supports the delivery of genuinely affordable housing for those who need it most.”
In a LinkedIn post, he said: “It’s been an incredible three-year journey with the British Property Federation it’s been a real privilege to work on policy alongside such passionate and committed colleagues and members.
“Looking back, it’s remarkable to see how much progress has been made. Three years ago, institutional investment was still on the fringes of the housing policy debate. Today, it’s firmly recognised as a core part of the solution. Whether it’s purpose-built student accommodation, build-to-rent or affordable housing, the sector has a vital role to play in tackling the UK’s housing challenges now and in years to come.
“There’s nothing quite like seeing policy ideas shape political thinking, media debate and industry action and I’ve certainly had the pleasure of seeing that take shape. I’m continuing my journey in housing policy.”
