CIBSE replaces BRE as NABERS UK scheme administrator
The Chartered Institution of Building Services Engineers has been appointed as the new NABERS UK scheme administrator, replacing the Building Research Establishment.
NABERS – the National Australian Built Environment Rating System – is an energy efficiency in-use ratings system that has been active in Australia for two decades.
It was brought to the UK in 2020 by the Better Buildings Partnership and the BRE.

NABERS ratings measure and verify the energy use of offices, helping owners to target, measure and communicate the energy performance of their buildings.
The 1-6 star rating can be used to demonstrate whether offices are on a net-zero carbon trajectory and provide investors and occupiers with the confidence that the buildings they own and occupy are aligned with their climate change ambitions.
CIBSE chief executive Ruth Carter said its appointment to administer the scheme aligned with its commitment to advancing energy efficiency in the built environment.
She said: “NABERS UK plays a crucial role in bridging the performance gap and enhancing transparency. “We are excited to contribute to the continued success and impact of NABERS UK.”
The UK scheme has had strong industry backing since its launch and has gained significant momentum, with around 150 new and refurbished office buildings setting NABERS UK Design for Performance targets, representing a significant portion of UK office developments.
Following the collection of 12 months of operational energy data, existing buildings are also beginning to pioneer the verification of performance in-use through NABERS UK Energy for Offices.
Better Buildings Partnership chief executive Sarah Ratcliffe said: “As the sector seeks to accelerate action to improve energy efficiency and decarbonise commercial buildings, bridging the performance gap and verifying energy performance in-use could not be more important.
