It will be built on the site of the former TSB Bank branch on Blackburn Street, measuring 48,650 sq ft, which will be demolished.
The civic hub, comprising swimming pools, fitness suites and studios, an indoor climbing facility, offices, a café and a library, forms a part of the wider town’s regeneration.
The council has also approved a link block between the Radcliffe Market Hall and Market Chambers buildings, as well as the refurbishment of Market Chambers and the Market Hall basement for use as an event space.
Permission has already been given for new houses near the civic hub site, which will complement 400 new homes at the former East Lancs Paper Mill site.
In addition, Radcliffe’s new high school is on track to open in September 2024.
Bury Council leader Eamonn O’Brien said: “We are investing unprecedented amounts of money into regenerating Radcliffe and the hub will play a crucial part in that, transforming the town centre for generations to come.”
