Transport Secretary Grant Shapps will this week announce a £96 billion package of investment in northern rail networks, as plans for a 120-mile eastern leg of Hs2 are ditched.
The alternative regional schemes also include completing the 33-mile western leg of HS2 from Crewe to Manchester, upgrading the trans-Pennine Manchester-Leeds line, and electrification of the Bolton to Wigan railway.
The schemes are due to be unveiled on Thursday.
