Former government chief planner and Southwark dev lead join OPDC
Sadiq Khan has appointed former government chief planner, Steve Quartermain, and Southwark’s development lead, Gary Rice, to the Old Oak and Park Royal Development Corporation’s planning committee.
The pair will support the OPDC to deliver 25,000 homes and 56,000 jobs over the next two decades.
Quartermain was appointed chief planner for the Ministry of Housing, Communities and Local Government in 2008. He held the role until 2020 and was also previously president of the Planning Officers Society. He holds a number of advisory roles, including working with charity MOBIE, the Academy of Urbanism, Women in Planning and the University of Kent.

Gary Rice spent over a decade at Southwark Council, the majority of this as head of development, until his departure in 2015. He has since held interim roles at Havering Council and is a director at planning consultant Interpolitan.
The OPDC recently agreed a new Western Lands masterplan for the regeneration and has been working up a bid for government funding to prepare the 1,600-acre. It will seek to procure private sector partnerships to spur development.

Rice added: “Navigating complex development to create standout places, particularly in London, is the passion I’ve dedicated my career to. The construction of the HS2 station has already kick-started growth at Old Oak and Park Royal, and I’m enthused to work with the Mayor, my fellow committee members and the whole OPDC team to oversee and shape some of the capital’s most exciting and ambitious planning applications.”
