TfL and Catalyst affordable homes rejected in Harrow

Transport for London and Catalyst Housing have been refused plans for 277 affordable homes from Harrow council. The committee unanimously voted on 28 July to reject the Stanmore car park scheme, citing concerns over height. The joint venture had proposed seven buildings of between six and 11 storeys and 19 three-storey townhouses. These homes would be provided as 209 shared ownership (65%) and 68 London affordable rent (35%). Jonathan Cornelius, head of property development at TfL, said: “We are very disappointed by the decision not to approve the planning application for the proposals for 100 per cent affordable housing at Stanmore. “The proposals offer the potential to deliver the genuinely affordable homes that the capital desperately needs, not least in Harrow where there is historic under-provision of such housing despite high demand. The scheme would also improve step-free access via a lift and create new commercial opportunities. “We will consider our next steps, mindful of the fact that London has a housing crisis, and we are still committed to delivering thousands of homes across our estate.” TfL selected Catalyst Housing as its preferred development partner to deliver 450 affordable homes across three car parks in Harrow in 2019.
