Waterloo Estate is one of 12 sites earmarked for development in the programme, which will create around 3,700 new homes in the next 12 to 15 years.
The £1.2bn project aims to double the number of council social rented homes, and more than double the number of affordable homes on the estate.
The partners recently rejigged the masterplan with an uplift of affordable housing, bringing the total to 3,717 from initial estimates of 3,112 homes. The council is contributing £354m with £823m from Wates.
